Hello Everybody, Rezoning of 4th District is completed Process determining Balto. County future filled with emotions and hard decisions The county's four-year Comprehensive Zoning Map Process may seem like one long, boring snore of a political process to some people. But to those whom the process affects, emotions can run high. The Baltimore County Council voted Aug. 31 on rezoning requests for the seven council districts - about 75 affected the 4th District. "We feel ecstatic," said Pat Clark, president of the Fieldstone Community Group. The group worked since last February to stop a zoning change that would have permitted a two-story, 95-unit, 190-bed assisted living facility on three properties along Liberty and Stonehaven roads. County Council voted to deny the request by Qutub Syed of Canam Inc. to rezone the parcels to build the proposed facility. Clark said her group was doubly relieved because Councilman Kenneth N. Oliver (D-4th) recommended that all three parcels be zoned for low-density residential. "He really showed he wants to keep the neighborhood intact and keep it a nice residential neighborhood," she added. Oliver said that although he opposed this project, he isn't against the concept of having assisted-living facilities in Randallstown. He said he had a number of difficult decisions to make, including whether to approve a request to change 10 acres zoned for rural conservation to small-scale commercial. Whalen Properties, owner of 10 acres at the corner of Ridge and Dogwood roads, wanted to build a country inn-type restaurant overlooking Diamond Ridge golf course. "I thought hard and long about that," Oliver said. He agreed to the zoning change as long as the property owners provided a covenant stipulating the new zoning would only be used for the restaurant plans. The Greater Patapsco Community Association was against the request. The council denied requests by Iron Horse Properties Inc. to rezone three adjacent properties totaling 57 acres along Liberty and Deer Park roads to allow high-density housing for a proposed senior-targeted development of multi-level condominiums and single-story villas. The council changed more than 4,200 acres of publicly held land to a more protected type of resource preservation zoning. The move came on a request by the county planning board to change a much larger parcel, 9,800 acres north of Liberty Road near the reservoir, to the more protected zoning. But Oliver recommended against rezoning the entire 9,800 acres because people who had purchased land with the option of developing it to help fund their retirement would be negatively impacted. The council granted a request to leave out three acres from the rural zoning in the 10600 block of Liberty Road to build a proposed miniature golf course. The council denied rezoning requests to allow proposed mini-storage units near Pleasant Hill and Reisterstown roads and Liberty and Essex roads. Next week: 2nd District rezoning wrap-up. to everyone in the community who helped make this happen. Ravens Walk request is denied Oliver plans to form special committee
Assisted-living and mini-storage facilities do not win approval Iron Horse Properties' request to rezone three parcels in Randallstown,
so the company could develop Ravens Walk, a complex of single-family homes
and condominiums, was denied when Baltimore County Council voted on its
Comprehensive Zoning Map Aug. 31. The developers, who include Ray Giudice and Jim Joyce, requested about
60 acres along Liberty Road south of Lyons Mill Road and west of Deer
Park Road be rezoned to allow 10.5 residential units per acre for Ravens
Walk. About 40 acres of the property were originally zoned as rural residential,
allowing only a few houses per acre. Other parts were zoned as business
major, as well as designated for 3.5 residential units per acre. Emily Wolfson, of the Liberty Road Business Association, said her association
opposed the request because rezoning would breach the Urban Rural Demarcation
Line. The URDL marks the end of public water and sewer service. Wolfson suggested Iron Horse redevelop property along the Liberty Road
corridor, rather than breaking new ground. Fourth District Councilman Ken Oliver said his decision to deny the zoning
change was based on the fact that Iron Horse's proposal would puncture
the URDL. Bill Bralove of RENEW Inc., a Randallstown community organization, believes
the issue will not rest. "I wish this (decision) would put an end to it, but I wouldn't stop
the protests yet," he said. "I don't think Iron Horse depended
on this decision" to move forward with their plan. Giudice and attorneys for Iron Horse did not return phone calls seeking
comment. Oliver said by year's end he plans to form a Randallstown committee,
which will include residents along Liberty Road, to study vacant land
and its use. During the voting session, council members voted on 74 rezoning requests
in the 4th District. Though all seven council members vote on each issue
in all districts, members usually vote with the local council member. Ella White Campbell, community activist and president of the Liberty
Randallstown Coalition, said the community's interests came out on top.
"When you look at it from a broad perspective, the decisions were
good," Campbell said. "I think the overall protection of the
community was considered." Fieldstone zoning amended With his vote, Oliver denied a zoning change in the Fieldstone
community requested by Canam Inc. The company wanted to erect an assisted-living facility at
Liberty and Stoneybrook roads. Canam requested the residential density
on the 2.8-acre parcel be increased to allow 16 residential units per
acre. The original density of the property allows 3.5 residential units
per 2.6 acres and 5.5 residential units for the rest of the property.
Oliver changed the zoning on the whole parcel to allow only
3.5 units per acre. "What led me to that decision was the makeup of the
neighborhood," Oliver said. "You have some very elegant homes
there (and) part of the area is historic." David Bryan, of the Fieldstone Community Association, said
he and his neighbors are pleased Oliver voted "no" to the assisted-living
facility in their neighborhood. "We just didn't feel this was appropriate," Bryan
said. While the applicant for the change, Qutub Syed of Canam,
is disappointed, he respects Oliver's decision. "I don't have any hard feelings," Syed said. "We
thought (an assisted- living facility) was a good thing for the community." Oliver said he agrees an assisted- living facility is needed
in the Liberty Road area, but doesn't feel it fits in Fieldstone. "I'm not going to break up that neighborhood,"
he said. Pleasant Hill zoning denied Neighbors in the Pleasant Hill Road Homeowners Association were glad
Oliver did not grant Peter Bosworth's zoning request for a ministorage
facility. Bosworth, under the name Boskel LLC, requested a 5.5-acre parcel on the
west side of Reisterstown Road and north of Pleasant Hill Road be changed
from an office residential zone to a business major zone, which allows
large-scale commercial development. Residents in the nearby area complained the storage unit would result
in the removal of many trees and the destruction of scenic property. Oliver voted to keep the current zoning on the property. "Over 90 percent of the community was in opposition to it,"
he said of the proposed change. "And I believe we have enough storage
facilities on Reisterstown Road at the present time." Barb Rebele, of Pleasant Hills, said a new storage facility is being
built one mile from the property in question. "We're a very quiet street (and) we're very protective of our street.
We think it's a great decision," Rebele said. Ann Benz, president of the homeowner's association agreed. "It shows Baltimore County is committed to preserving older communities,"

Hello Everybody,
Members of the Fieldstone Executive Board attended the County Council
Comprehensive Zoning Meeting tonight in Towson. Councilman Ken Oliver
went against the Planning Board's request to change Zoning Issue 4-012
to DR 10.5 and kept the current zoning of DR 3.5. This means we have won
in our efforts to prevent Mr. Syed from developing and building an assisted
living facility on his property. Many thanks to everyone in the community
who signed the petition and came out to all the county meetings on this
issue. Without the wonderful support and efforts of the Fieldstone community
we would not have been successful in defeating this zoning issue. Please

Please see the letter (below) that was sent to the Owings Mills Times by our Fieldstone neighbors the Rossen's. Thank you Rae and Harry for writing such an insightful letter. It is really appreciated. Letters Neighbors voice concern over proposed development As 25-year Fieldstone area residents, my husband, Harry, and I want to express our deep concern about the proposed assisted-living facility. We were at the Fieldstone community group meeting at which a unanimous vote against the proposed project was taken. We also attended the community meeting at Owings Mills High School, where this and other zoning projects were heard. Although we are members of Renew, we were not apprised of their board of directors' unanimous vote to rezone the proposed property until reading about it June 17 in the Owings Mills Times. My husband and I regret that we were unable to attend the council's public hearing at Randallstown High School on June 22 due to an out-of-town commitment. Our house is located at the corner of Stoneybrook and Stonehaven roads. This is a peaceful neighborhood of cooperative neighbors. Regardless of Renew President Bill Bralove's assumption that the project would attract consumers into the area, the effect would be the opposite. Those entering the neighborhood would be there mainly for the purpose of completing work shifts or visiting. Their presence would engender increased traffic, noise and waste materials. At a meeting before the Fieldstone community group, Mr. Syed, owner of the property, envisioned the assisted-living residents strolling down Liberty Road to use the Family Resource Center facilities and crossing Liberty Road to shop. It's difficult to fathom that scene. A person who cannot function adequately without help would find it a difficult, if not impossible, transition to being a pedestrian. As arduous as it is for the average citizen to cross Liberty Road, someone in a wheelchair (and the wheelchair pusher) would find it quite hazardous. As the owner of a condemned Liberty Road house scheduled to be razed, Mr. Syed has the opportunity to rebuild another single-family home on the location as well as erect single-family homes on the swimming pool property. It is regretablle that he feels compelled to develop a facility that will negatively alter the entire community. Since Mr. Syed is also on the committee to study and recommend the development of Randallstown, I feel he should not sidestep his responsibility to our community to benefit himself.
